    THE CORPORATION OF THE MUNICIPALITY
    OF CHATHAM-KENT

    COUNCIL BRIEF

    At the Chatham-Kent Council meeting held on August 27, 2012 Council:

    • Approved the items listed on the Consent Agenda and directed that action be taken as required.

    • Awarded a tender in the amount of $923,780.00 (plus HST) for the work associated with Contract T12-158 Rehabilitation of Tobin Bridge on Park Avenue over McGregor Creek, Community of Chatham, Municipality of Chatham-Kent to Amico Design Build of Oldcastle, Ontario.

    • Approved the use of a portion of the land located at the Thamesville Wastewater Treatment Plant, between the Thames River and south fence boundary, for a War of 1812 Bicentennial Peace Garden, and authorized the Mayor and Clerk of the Municipality to execute an agreement between the Corporation of the Municipality of Chatham-Kent and the Kent Military Re-enactment Society for utilization of the land.

    • Funded the second quarter shortfall of the Chatham-Kent John D. Bradley Convention Centre, in the amount of 105,505 (net after HST rebate), from the Reserve for Council Strategic Directives. Deferred a recommendation to fund the operating shortfalls for the remainder of 2012 to the September 24th Council Meeting to receive additional information from administration.

    COUNCIL BRIEF

    At the Chatham-Kent Council meeting held on August 13, 2012 Council:

    • Approved three planning applications. One planning application was deferred pending the submission of the Record of Site Condition to the satisfaction of the Municipality.

    • Approved the items listed on the Consent Agenda and directed that action be taken as required.

    • Approved the following Notice of Motion by Councillor Fluker regarding Crosswalk and Signal Light at Mill Street and Lyon Avenue, Tilbury:

    “That a crosswalk with a full traffic signal light be installed at Mill Street and Lyon Avenue in Tilbury subject to Budget approval in 2013.

    • Approved the following Notice of Motion by Councillor Faas regarding Supporting the Economy and the Environment through Solar Panels:

    “That Chatham-Kent Council endorses and supports the construction and operation of a ground-mount solar project by 2246253 Ontario Inc. (doing business as Group IV Solar) at the following location in the City of Dresden under the Province of Ontario’s Feed-In Tariff (FIT) Program:

    a) 1053 Wellington Street South, Dresden, ON”

    • Approved the following Notice of Motion by Councillor Faas regarding Dealers in Old Gold or other Precious Metals:

    “That administration prepare a report and By-law for Council’s approval with respect to dealers in old gold or other precious metals.

    • Approved the following Notice of Motion by Councillor Crew regarding Memorial Area at Maple Leaf Cemetery:

    “That staff meet with Anne Coulter to discuss future plans to continue and maintain the memorial area at Maple Leaf Cemetery (presently named the Walter Coulter Memorial Garden) and provide Council with an information report by the August 27th Council Meeting.”

    • Approved the following amended motion regarding the Community Infrastructure Improvement Fund:

    “That the applications as endorsed by the 2012 Community Infrastructure Improvement Fund Committee, be approved for submission to the Federal Government for review, as per the following:

    1. The Downtown Tilbury plan as presented in the report.

    2. The plan for the cultural precinct with the Cultural Centre component removed.”

    • Approved the following Notice of Motion by Councillor Sulman regarding Location of Slot Machine Facilities in Chatham-Kent:

    “Whereas the OLG has announced changes in the location and operation of gambling facilities in Ontario and the closing of many locations.

    Whereas if a Municipality supports a gaming facility within its boundaries, then it is to advise the Province / OLG by September.

    And Whereas our experience with slot machine operations has provided revenue to Chatham-Kent.

    Move that Council declare that it supports the location of a gaming facility within Chatham-Kent and that the Mayor be directed to write a letter to the appropriate authorities, advising of Council’s motion supporting such a facility being located in Chatham-Kent.”

    • Approved the Service Sustainability Review Process as outlined in the June 25, 2012 report to Council.

    • Approved the August 13, 2012 Council Information Package
